The CBR request should go to your last state of residence.

FYI: The SACM reviews academic qualifications and not criminal background reports.

Ok, that shouldn't be too difficult. Hopefully my Massachusetts driver's license will make an Massachusetts CRB kosher.

So SACM only handles the education component of the visa request? Who makes the decisions regarding medical and police?

Also, can I send my documents in piecemeal? E.g. can I send in my education documents one week, the criminal check the next week, and the medical check a couple weeks after that and they'll still be able to keep it all together?

The SACM is an administrative division of the Ministry of Education. The consulate staff at the Saudi Embassy in Washington, D.C., will review your visa application and supporting documentation. They will determine to either approve or reject your application.

Send everything together as one packet if you don't want your visa application immediately rejected for being incomplete.

The criminal record check can be done by which ever route is fastest. That leaves out the FBI check. Local criminal record checks can be done by your local police department usually while you're waiting. State checks take usually 1-2 weeks. The Saudi Embassy definitely accepts local checks. However local checks bring up things like traffic accidents and those items then come under Saudi Embassy radar. They usually want the details of the accident included, when accidents come to their attention. However if they don't know about the accident (for instance accidents are not usually included in a Certificate of Good Standing issued by the State Police) then what they don't know doesn't matter, even though you may have had accidents. Inshallah accidents, or any other petty item or circumstance that they don't like are never brought to their attention. Saudis are as non-sequitur as it gets.

Transcripts it is better to have them sent to yourself, official and sealed of course. After that you send them to the agent (if you are using an agent), otherwise whether or not you send them to the SACM or the Embassy, I have no idea.

Thanks guys.

My issue is what my "local" police department would be. I grew up in CT, but they won't mail them to you. You have to go yourself, which might not be possible. My license says Massachusetts, so that should work. I'll be staying in New Jersey which would be ideal, but there is really nothing that ties me to that state in a legal or official way. Will the Saudi Embassy know that? Is there something they use to determine what is your local police force and what isn't? Can my place of last residence be simply wherever I say it is?
