Just a suspicion.
But "scare quotes" requires an interpretation/inference for which no other indication is present in Scot's post and why your query demanded "hinting".
Better to say "air bunnies". |

Well, starting from the 1970s, this use of a quota or preference system was (and is) a common tactic of some US employers in filling positions with women or minorities under the guise of Affirmative Action. The US government, in accord with the Civil Rights Act of 1964, required employers to increase their numbers of minority hires. To the chagrin of qualified, white applicants, employers would fill positions with under or unqualified minority applicants solely to meet the quotas. The quota system was eventually challenged in court as discriminatory because it favored gender and race over grades, test scores, academic qualifications, experience, etc. Anyway, this practice isn't new nor unique to the US. |
Of all of the USA parallels you could have drawn on in response to Saudization - US history of widespread nepotism, political patronage, elitist good ol' girl or boy networks - you chose to proffer a very narrow and misleading example from affirmative action?! |

JEDDAH: Despite continued Saudization efforts, one-third of all teachers at government colleges are foreigners. According to a new government report, out of a total of 52,617 professors and teaching assistants at the colleges, 15,977 are non-Saudis, while 4,555 are women.
King Abdulaziz University, King Saud University, Imam Mohammed bin Saud Islamic University and Umm Al-Qura University have the highest percentages of non-Saudi staff, it said.

A Brit in Spain or the ME is n "expat" according to some, while a Pole or Spaniard in London is an "immigrant"
Weasel words.

Yet it's ironic how KSA doesn't employ anyone who has AUTHENTIC distance learning based qualifications, even if from some of the top institutions in the world.
But hey, what do I know...!!!! |
