I have no experience on this topic, but I would venture to guess that this person's chances of getting back into China are MUCH HIGHER if they don't have the same passport (with the 5 year stamp in it).

As a US citizen, I noticed that when I got my most recent passport, I also got a new and different passport number. I don't know your friend's nationality and if this is something his/her country does.

I would think that with a new passport number and going to a different province, the chances of getting in would be better.
