I really doubt that it will make it easier for us to convert our rmb to our home currency to take it home. The article seems to imply that the change in policy is a one-way deal. The emphasized key word is "inflows".
When I've entered China with a pocketful of dollars, I've had NO problem whatsoever making the exchange. I don't think I even had to show an ID.
