There's a lot of 'creaming.'
My university had a 'budget' from the government of 12,000 per foreigner, they paid me about 5000 [although I only did 3 hours a week] and the 'head of foreign affairs' pocketed the difference, I know that. He told me at the end of the contract when we were drunk.
In fact it was so obvious that the second year I was there they brought in another foreigner even though I only had 3 hours a week, she taught an hour and a half. Why? So they could get 2 x 12000 and pocket the difference.
Some recruiters DO take a slice of wages, sorry to say but it can happen. The school says they'll pay the recruiter 10000 a month for a foreigner, recruiter hires foreigner and gives them 7000. Done, 3000 a month in pocket. |

Don't they still execute people for corruption in the people's republic of China? Theoretically could you have taped your head of foreign affairs' conversation, got him shot and the bill for the bullet sent to his family? Probably would have just about made up for the 7,000 a month he bilked you out of. |

I am sure it happens, but that would mean your salary goes through recruiter's hands first. I've never heard of such case. And since most employers will try to cheat one way or another, what would stop them from shutting down recruiters once the teacher gets there?
Btw, I was told by my school admins (once we became close) that the recruiter got a one off-payment of 6000 for me. |

More than half of management would be executed in the country if they were serious about executing people who were "corrupt". If you've been here for a while you should know they do not play by the rules here. Doing so results in losing money. |

It is very easy for the recruiter to pay you. The recruiter tells the school that they will take care of your apartment/internet bills/etc., and will tell the school they can handle the money on your behalf. It isn't always your choice, and of course you can say "hey, let the school take care of it", and then you will have some resistance as that is the way most recruiters work here. If they just got 1-lump payment for bringing you in then it would be fair. If they are taking care of your bills and other crap for you then you can guarantee they're taking money from you. |

It isn't a conspiracy, it is common sense. Why else would recruiters exist? They aren't out to just make a quick buck, if they can milk people they will, and they do. I have seen it first hand within my group of friends, and that is just my friends. There are tons of westerners looking for work, and they are more than willinfg to accept that they are going to get docked. If you don't ask any questions it is even better for the recruiter as they will just tell you what you get and shmooze you the rest of the way. My friend who I was talking to about this last night, he is supposed to get 12,000 from his school and only gets 8900. He told me that his recruiter was open about it, and my friend for some odd reason is okay with this. He feels it is safe. There are tons and tons fo people who are like my friend who exist in my city. Imagine when you can cater to bigger cities, you have a whole lot of sheep to herd.
I know that over here, the concept of honor is different than back at home. It isn't considered cheating a person, it is considered the other person is just ignorant if they fall victim of their tactics. |

I think it's more a matter of perspective.
What "schools"? I don't mean names, I mean type/level and public vs. private. I've never worked at a training school, but I'm willing to believe their recruitment scenario is different from universities or, say, public high schools.
And this conflation of "schools" in posts that seek generalizations and conclusions about "China" and "East vs. West" likely tax posters with experience and qualifications beyond one and two years of "discovery". |
