Hello,

I will be completing my contract in the KSA and returning with a new company.

My current company provides no letter of no objection.

Must I submit such a letter to the Saudi embassy in the US to obtain my new visa?

No your visa doesn't depend on a "letter of no objection". Some companies might not hire you unless you can provide one, although the only company I have seen doing that is Vinelli.

I have worked for three different employers in KSA and have yet to be asked for this letter..

I've had several jobs here as well, and only once was I asked for one. I ended up just sending them a letter of recommendation from the job I was leaving and they accepted it.

I haven't been asked for such a letter yet (this is my third tour of the magic kingdom). However, I do recommend collecting as many references/no objections/experience certificates as you can if you want to return.
Bureaucracy loves paperwork!

I left KSA and tried to come back without the LONO. I couldn't come back back in 2012, but the rules have loosened since then. Only dicks ask for the LONO BUT you will bypass the problem by having the exit stamp in your passport.

What happens if you resign from a job without completing the contract and without a LONO obviously, will you be able to come back with a new job or is there some sort of law that would ban you...?

The only way you can quit a job without completing the contract is if you are not working on an Iqama, that is working on a business visa. Otherwise you have to follow the stipulations of the contract on how you leave the job early. Other than that there is no law that will keep you from coming back to another job on another visa.
