I was told that once I get there on an invitation letter, I have to submit my passport to the bureau to get my FEC.
How many days do they keep my passport? 15 biz days? |

In my experience, converting your Z VISA to residence permit is a chore done by your FAO.
I recall being with out my passport for over a week but 15 days sounds excessive.
Carry a photocopy of you photo page with you for the period and at other times. Keeps actual PP safe at home. |

On my first China gig, I went to the PSB with the assistant FAO for processing my FEC. After a half-hour wait (there was no one else there)we were told that the PSB would notify the FAO when my FEC was ready. It took over a month for me to get the FEC and my passport back. I had been to the ME on a few occasions prior to my arrival, so I am sure that the PSB tried to get information about that.
I don't know who anyone would call or contact about my prior activities.
I asked the FAO if there were many other foreigners in the city, and he said that there weren't, so who knows what the hold up was. |

there are two steps here : one is the FEC application at the provincial or city education dept, for which they may keep your passport , but you don't need to attend. From memory it's quite quick.
The other is getting the residence permit at the PSB: you always need to attend , to take photos etc., and in my city they keep your passport for at least 2 weeks.
You can use the PSB receipt (which has your photo on it) as proof of ID when travelling domestically , I believe. |

I would never use always when discussing bureaucracy. First two years here I went there, five other years not needed. We will see what happens this year I guess. |

Never attended any government office, although I did once wait outside in the car while our FAO dropped off some FT documentation. |
