Not sure if any non-Russians are currently teaching in Novosibirsk, but this could be of interest. I wonder if this by-law is going to actually go into effect:

Well according to the article it only applies to "migrants from former Soviet states working on temporary low-skilled work visas called patents are affected."

I'm betting there are very low numbers (zero) of citizens of former soviet states teaching English anywhere, much less in Novosibirsk.

So our mates here are probably safe from this law at least.
