Sounds like the OP created his own problem

Why would he list the phd in his bio and confuse the school? Its either you have a phd or you dont.

This is what the school believes to be his highest degree but in fact it isnt. And this single point is what caused this mess

That's what I thought, afterwards.
Of course I never intended to lie about anything. My bio simply states what I did for the last two years, which is studying for a PhD, (not graduating). Little did I know that it is crucial to add "incomplete".
By the time the FEB surprised me with requesting an authentication of my highest degree i had even forgotten that I sent the school my bio in the first place.

Also I don't understand their method of evaluating materials. When checking my materials they send everything back to the FAO, without looking any further WHAT ELSE could be missing.
So if six things are missing, they send it back-and-forth six times - instead of just checking one time and listing everything they still fancy to see.
