I am not surprised at this.
It involves quite a lot of work to deal with cancellations these days. First it involves canceling it online which is quite straightforward. It then takes some time for the Foreign Affairs Office to acknowledge the cancellation.
Once they have done this it generates three forms which have to be printed off, one is for the PSB, one for the school and one for the Foreign Affairs Office.
All these forms then have to be taken with the original experts book to the issuing office and they will issue a stamped cancellation letter. This has a unique number which your new school will need to permit the transfer application process online at their end.
As this is the provincial office, in some cases it can be a considerable distance from the school and they have to visit there in person so tend to only go to the office if and when they have to.
This is why a lot of schools these days are reluctant to give the original book to teachers. There is a deposit held on the books and as I explained they need to be returned. It is a very troublesome process if they are lost or damaged.
It is point of fact you need to be resident in the new city for a new resident permit to be issued. The PSB need to see you as they need to take your photograph and in some cases fingerprints.
Things are much more complex now than they used to be. |

I'm now waiting to hear from my new school's HR, which I was told would be soon. My current school's HR said that they would be glad to talk to the new school's HR dept.
My current school said that they could easily get me all of the stuff you had listed for a transfer, but I'd get the release letter near when the school year ends which makes sense. I have hope that this can be done between the both of them. Even if I have to make a trip or two to Shanghai I'll be okay with that.
I'll let everyone know the process though for anyone that may want to change provinces in the future. |
