Dear MartinK,
this is the first time I have heard of a black list existing. If some authority has decided to collect names of obnoxious foreign nationals then there is nothing one can do, what with China being one of the most centralised nations. Again, I have my doubts about this truly existing. Of course, if you have been reported by the PSB or counterintelligence service to be an "enemy of the nation", then you can bet you will never get a visa again. But this has not happened to you.
I suppose some provincial or local education bureau keeps you on their own list. In that case there is no need to worry as there are so many other places for you to try your luck!
Lack of professionalism and general clumsiness in this country may even conspire to be your partners: Most employers don't bother to run a check on your past.
Maybe they know how unreliable information is from their own peers! |

Come on guys!
Does anyone really think that the Ministry of Education is so efficient that it has a FE black list?
This is a provincial matter only and one province does not share information with another.
Even the Provincial Minister of Education or Department Director (Ministry or Department classification may vary Province to Province) has too much important work to maintain such a list.
Further, YOU are not that important!
There is no such list anywhere. You may be requesetd to show a letter of release from your previous employer to receive a new Foreign Expert Certificate. This does follow you provincde to province but can be circumvented by going to Hong Kong and re-enterring without any mention of prior employment in China. This requires a replacement Passport of course.
There is no master Fe immigration list either. Computerization is here but sharing information is still taboo, notwithstanding the new openness due to SARS. |

If your previous employer faxes a bad recommendation or letter of release to the provincial education commission, you could have problems.
A teacher here had major problems getting his papers processed through the government because of a bad rec and was very close into leaving if it weren't for some guanxi...
However there is a way to go around this. I got cheated for around 2 months pay and then got fired by my previous employer with a bad recommendation faxed to the provincial commission (sort of a blacklist) .
I've since found work at a new school. To process my new papers, the new school just applied for a new foreign experts permit through the education commission and just didn't tell the Commission that I had worked previously in the province. The school just told me to eliminate it off my resume...
so the new school applied for the expert permit... And I got a new one.....only after I had it in my hand did the education commission find out that they had printed 2 foreign expert permits in my name and found the bad rec in their office. But since Chinese cannot admit they made a mistake and they already put their official stamp on it, they just let it be.
To process the resident permit, that is not through the commission, thats through the police. All my school had to do was go to the police station and change the location of the res permit to the new city and tadaa, all done.
So yeah..there is sort of a black list, but its only within the province and there are ways to get around it. If you go to another province, they won't know a thing about you. Also I hear that if you do get a bad rec, it just bars you from being employed in the province for 4 months (or osmething like that) and after that you get a clean slate. |

Well if MW says that a list doesn't exist then we surely know it does.
Interesting how knowledgeable MW is of Chinese law and the internal daily dealing of the education officials for someone who is an ex-pat.
WE are not that important... that explains why we are paid exorbitant salaries compared to our Chinese counterparts and recruiters cannot fill all the slots open for teaching in China.
And I suppose one can conclude that YOU are that important if one takes into account how that 3rd tier university of yours has buried their communal noses so far up the business end of your gatrointestinal tract.

I asked my FAO about this and maybe his response will tickle your funny bone.
First he looked it up in a dictionary. "Black list"
Then he called the CAO in the uni President's office.
Finally he informed me that there is no such thing in China because people who are not contributing to society in a positive way are not kept around long enough.
Now what do we think that means in real time English? |
