This really gets tiresome. This has been going on with every single new rule change and pilot program etc that has hit this board since the 2013 and 2014 changes began.

Again, as a non-democracy, the government is under no obligation to make public its laws and rarely does. They seep out from different sources on the inside, often with differing agendas, outwards to the jurisdictions. Sometimes this is when those in the legal field will catch wind of them and give notice. They then seep down from the heads of the jurisdictions to the local underlings and are reinterpreted further. That is when in the case of ESL teachers, agencies, schools and so on start finding out as it burns them in the butt.

Sadly, this is when and how in the PRC one receives word of a change. There is rarely an official announcement as frankly the teachers are nowhere near important enough for one. Yes, eventually the loafers in the consulates and such will find out themselves and later update their information. Usually by the time they do so the information is obsolete as another change has occurred.

When teachers and different players are all suddenly reporting this across provinces, it is a real requirement - at least for the present.

I will copy this so I can paste it for the next ridiculous requirement that causes angst amongst those who refuse to accept the Chinese "way" and the further hardship it places on the teacher.

Where else has this been reported or even discussed? This is the first I've heard of it.

Actually, if you Google this issue and filter results for the last thirty days, you will find more than enough references from "valid" sources that this does appear to be a new requirement popping up in jurisdictions suddenly.

Uh, Jim, how does one do this filtering of results on Google for the last thirty days? I think that this skill might be beneficial to everyone. Please, don't keep it a secret.

Per your questions, search on different combinations of keywords like China, notarized, regulation, "z-visa", TEFL etc.. and each will bring back a handful. Go to "Tools" the click the select box that says "Any Time" and choose the filter.

To anyone who is not a Google expert, I can not advise enough in becoming one.

Cheers
