So I'm assuming most public schools and universities will already have hired their teachers for the upcoming school year. However, I still see a lot of public jobs advertised. Is it still feasible to get a VISA in time for the start of the school year?

In previous years I'd have said 'yes - if you're quick'. As in find a job, interview, and start the process. It's over a month to September, and many schools would let you start a little later if they had no other choice.

HOWEVER...

With the new requirements (authenticate degree, police check, etc) I'd say it's unlikely. Especially if the employer doesn't know what they're doing.

Not saying you won't be able to find a job, but I wouldn't count on an early September start.

Seconded. The visa process could take three months...or longer.

If you have all the documents in place then the process of getting the Foreigners Work Permit Notice is actually quite quick. The processs for the school is now online and should take 15 working days, mine took around 10 days after the documents were submitted.

The problem would be if you don't have the required documents already.. Legalised degree and criminal records check with stamps by your country and Chinese embassy/consulate and the Physical Examination Record for Foreigner. Getting all these together would probably take a couple of weeks.

Here is a link to the new process for getting the Foreigners Work Permit Notice that you can use to apply for a Z visa http://fwp.safea.gov.cn/lhCmsArticleDisController.do?cmsArticleContentPage&artId=bb7f31e75cf34146015d0684d96b00f5

Schools may agree to a later start.
At the main 4-year public unis freshmen do a month of military. For these kids classes only get underway in October.
