My topics are framed as questions one student would ask another. It's not a dialogue if the topic can be dealt with as two complementary 5 min speeches on say wearing seatbelts.

Thank you for your replies. To add further information the university is ranked between 200 - 300 in China. The classes should usually have around 30 students. I don't think they will be English majors.

Some of you have suggested the assessment should be based on a final exam and class projects and such. In the case of an oral English class, what would you normally do for the final exam? Is this a speaking/listening test? Or a written test?

Between 200-300 in China? Ranked for what though? Importance, prestige, pass rate? It's meaningless. I've worked for top language universities, and also for pretty unrated technological colleges. In the end, the quality of your students when you receive them is pure luck. Anything after that, is on you.

You really need to check with your university as to how the exam focus is and whether its a serious focus on the final exam or more interest over time. It's also worth finding out whether you're going to have these students for one semester, or more. Last year, I had three classes with me for the full year. Different universities have their own systems.

You'll likely be fobbed off though, but it's good to mark the boxes. That way you can point to your efforts when everything goes pear shaped later.
