When they say native English speaker, do they usually mean a non-Asian?

No, They mean people from US, UK, NZ, Australia.... Smile

The term "native English speaker" can be bit of a misnomer (and perhaps even a euphemism). It actually means many different things to different people in different places at different times. As a rule of thumb, however, we can say that it usually refers to whites of European stock/descent who were exposed to English in childhood in either Australia, America, Canada, the UK, South Africa, (or any other such English-speaking land).
