I think what you are describing is a culture of its own, as opposed to a bland generalized mixture of foreign influence. If the two towns were colors, Tokyo would be muddy grayish brown. Osaka would be a vibrant yellow, which can be interpreted as a strange sensational color to someone who is used to the murky brown of Tokyo.

I am also biased, because Osaka is the first place I ever visited in Japan, and Tokyo is where I've lived the longest. You might interpret it as patriotism, but in a lesser sense.
