The table from the PRC website didn't download too well, but I think you'll get the idea of the two-tiered system. Last time I paid for a visa, there were different charges depending on where you came from, ie, what your country charged Chinese citizens, so they'd charge you. Now its simple- if you're a Yank, you pay 60-70% more. Fair? Probably not. Amusing? Probably.
VISA FEE
Number of Entry Validity Duration of stay American Citizens of
other countries
Single 3 months 30 days $50 $30
Double 3 months 30 days
(each entry) $75 $40
Multiple* 6 months 30 days
(each entry) $100 $60
Multiple* 12 months 30 days
(each entry) $150 $90

For multiple-entry visas, a letter from the Chinese government organization with the authority to request the Embassy or Consulate General to issue the visa is required.

Payment Methods

Cash, Money Orders and Bank Checks are accepted. Personal checks are not accepted.

Make it payable to: Chinese Embassy.
If your application goes to Chinese Consulate, please make the check payable to Chinese Consulate.

What's the big deal? I wouldn't take a personal check from you either unless I ripped it from your checkbook myself.

From the PRC Consulate in Los Angeles USA website (http://www.chinaconsulatela.org/en/visa_en.html):

"Whereas the U.S. Embassy and Consulates General in China raised U.S. visa fee to $100.00 as from November 1, 2002, the Chinese Embassy and Consulates General in the United States are instructed by Beijing to adjust the Chinese visa fee for U.S. citizens in light of reciprocity. The new rates are as follows, and will take effect as of May 1, 2003."
