i'm on vacation at the moment and having a lot of chances to do urban hiking (which is a big hobby of mine). i don't think putting dry cat food out for the wild cats will work because i notice them eating rice and whatever they can find in the trash, etc. and they are outside in extremely cold weather, etc. i read that cats eat rice in thailand, and until i came to korea hadn't seen cats eating rice and stuff like that. cats are really adaptive and tough creatures. i've been seeing so many strays here in pusan recently. sad.

we had six cats when we lived in West Africa. All of them ate rice which we made more palatable by crumbling dried fish into it. Pet food was as alien there as moon dust.
