The whole proces is variable, depending on the information you receive, and whatever the laws are at the time.

I had to make three visa runs and two applications for an ARC in HK because I was given the wrong information twice, and because the laws changed during the process. I was getting conflicting advice from HK and Taipei.

It took me three months. I was not impressed.
