Hi All,

I'm looking for a bit of information on working in Malta. I'm experienced and qualified (M.A., CELTA) and am looking to find out how easy (or difficult) it is to get an employment permit.

So far I've discovered that, as a British citizen, I do need a permit and that an employer must apply (i.e., I must have a job offer before being granted a permit). So...

1. Does anyone know if the Maltese government gives employment permits to ESL teachers?
2. How long does it take to receive a permit?

Thanks for any help you can give.

From the Maltese government website:

4. EMPLOYMENT LICENCES

It is Government's policy to grant employment licences in respect of expatriates only in exceptional circumstances. Such licences are issued to employers wishing to engage foreigners for a determined period and for a specific purpose, only after it has been ascertained that every effort has been made to engage a suitable Maltese citizen.

The Department for Citizenship and Expatriate Affairs is the organization responsible for the issue of such licences. An ad hoc Board, which is made up of representatives from different government departments and agencies and which is chaired by the Director of the said Department, examines applications for employment licences and gives its recommendations on the cases that are reviewed.

Licences are normally issued valid for one year and may be renewed further, obviously provided such requests are justified. In certain cases, where the foreigner is an investor in the manufacturing or financial services sectors and holds substantial shareholding in the enterprise, the relative licence may be issued on an indefinite basis.

The number of employment licence holders has fluctuated over the years. Such fluctuations could be linked, in general, to the degree of development, which the Island has undergone from time to time.

Upon membership teachers from EU countries will be able to seek a job in Malta provided, of course, that their qualifications are recognised. However, as a result of negotiations on this point, for a period of seven years after membership, teachers from the EU would still require a work permit to be able to work in Malta. This can be refused if their number poses a serious threat to local jobs. The decision to block the work permit is taken unilaterally by the local authorities. After the seven-year period, in case of future difficulties, any threat to the local labour market can still be remedied, but this time in conjunction with the EU institutions and not by Malta acting on its own.


Basically, I think you will have to wait a few years yet, unless you have Maltese citizenship (like me).
