If i worked full time in Japan, could my husband (30 yo, 2 year degree) get a job... doing anything?

If you worked FT, he is eligible for a dependent visa, nothing more. That alone won't permit him to work, but it's easy to file for another piece of paperwork that gives him permission. It will only allow part-time work, though.

As for what he could do, what is he qualifed for or interested in? How is his language ability? Most non-teaching jobs require a fair amount of fluency in Japanese.

Of course, he could always work under the table from home. Perhaps he can make & sell crafts, teach English or something else like cooking, repair things, etc. Depends on answers to my questions above.

hes only really qualified to do tech stuff and i dont know how well that translates. Would he be able to get a teaching job if he got a tefl certificate?

I know a few non-degreed dependants who wark as part time efl teachers. It shouldn't be a problem in a larger city. He might find part time ALT work at elementary schools or part time eikaiwa classes.
