Does anyone know where to get an actual, word-for-word copy of this new law? English translation or original Vietnamese is fine.

All my information is second-hand, from teachers at schools that have sent out memos that summarize the law without giving exact details. I consider primary sources more reliable.

It should be noted that this is very old and a plethora of amendments have been made to this.

After investigating further it looks like I jumped the gun when I wrote "...and a plethora of amendments have been made to this."

Circulars, amendments, letters from government departments etc... do seem to come out very often so there could well be further amendments to these, but the above do seem to give a good indication of the requirements as I understand them.

One must remember, however, that government agencies often seem to believe they have authority to make things up as they go along.
