Unless your employer is actually located in Beijing, you should be contacting your local SAFEA branch. If there isn't one, then go to the provincial capital branch.

Yes, my emplyer is located in Beijing. Well, I'll try to get the details for the SAFEA here. I just can't find them on the Web
