I have to agree with most of Delacosta's analysis of the organization climate at the Oaxacan universities that are part of that network.

I don't agree that it means that one is severely limited in what he/she can do. I was director of languages for the year I spent on the same campus where delacosta is--and I did what I wanted to do, organized events that I wanted to organize, was paid for time I spent on other academic projects outside of EFL and gave an institutional seminar (in Spanish) in regard to those non-EFL projects at the invitation of the vice-rector.

I spent 5 months (until the unbearably hot and humid climate of Loma Bonita ground me into chorizo) at another one of those campuses, where I was given carte blanche to design the EFL program and where I also designed and taught a very successful course in Learning Strategies (in Spanish) for incoming freshmen.

I did not hear the word NO at either campus to anything that I wanted to do. And I did not consider asking to mean taking any unusual risks.
