I have applied to a university and received this after having sent in my resume, CV, proof of education, etc.

Now, I have no problem with a school asking for a reference. In fact, that makes me like them more because they're showing at least a bit of care in their search. But do references really have anything to do with Z visa or are they lying about something completely insignificant that doesn't need to be lied about?

This last change in jobs..I was requested to provide my past employer's reference letter..and they called him also..and a few others form my past...working past,.. you guys... and the reason stated was changes in the residence visa process...also I know that a number of schools have had trouble getting teachers across the border because of visa problems...not sure if this is true or a rumor..as a rumor has the same affect as a changing regulation...

A reference letter is required in order to get the Z visa, in fact your school needs to translate it and your resume when they provide it to the PBS.

I too was asked by my employer to provide an official (i.e. with the former school's red stamp) letter of recommendation when I first applied for a position. I believe the PSB was mentioned.

This is standard practice ... Last year I had my Chinese tutor guide me through the process. She basically wrote the letter herself, and had the relevant authorities sign and chop it, they were more than happy to.
