I have very formal education training with practicum,10 years plus teaching experience,a teacher's permanent permit and TEFL [120 hour not on-line course] experience in the Middle East and Korea... The EMB offered me but with a salary bar at Point 22. I asked why the bar.A good month later they wrote back said they sent my papers to the HKCAA. The HKCAA came back and said that I do not have a teaching permit "comparable to a local teacher training." - Thus the Bar.Go figure!

That means you will be on $26000 + the housing allowance so you will have to decide whether you think this is OK.
You have to have the experience post your degree so if your teaching qualification is not a degree but just a certificate like mine then you will not get all the years of service. Also your teaching must have been full time in mainstream schools or it will not all count.
You can query it when you get here - a few people have been able to move up the scale by proving that they have the necessary qualifications and experience.

Thanks for your reply Anninhk... My teaching experience was 'post degree'.Actually, years later, I did further studies - a full time 1 year program on campus[practicum included] which gave me an additional certificate to the Permanent teacher's certificate that I already had, and all my teaching experience was with the Ministry of Education in mainstream schools...

Nevertheless,I am told by the EMB who consulted with the HKCAA that I do not have a 'teaching qualification comparable to local initial teacher training.'

I guess, if I want to further pursue it, I have to sit down with whoever made the decesion and see how they came to such a conclusion... Amen!

You can pursue this with the HKCAA within 30 days of their assessment, presumedly without extra cost. Go to their website and look at the application form for prospective Teachers Holding Non-local Qualifications (Notes to Applicant attached), page 6. You'll need to get the assessment details from whoever has them so that you can then query them with the HKCAA.
Good luck!
