I got an offer at a neighboring college to teach oral English for maybe 4 teaching hours per week (a teaching hour is 45 minutes).

I need to tell them how much per teaching hour but I'm not sure what the going rate is for part-time work.

Any suggestions?

150 an hour isn't unreasonable. If you were on site a bit less, but factor in travelling. Or ask them for 130 and they provide transport/re-imburse taxi fares.
for a company you'd go for more, but if its a state school don't get greedy.

I think most people now assume 100/hour is a minimum wage for the experienced in a city college - in Shanghai rates should be higher - when bargaining always start high - I'd start at 200 - you never know you could be surprised.
By the way people - even in this game - expect you to bargain. Although this process can feel uncomfortable and unprofessional I'm afraid this is the route most of us will have to take to a larger wage packet.

Ok, thanks for the tip.

I actually live close so it's quite convenient.
