If "Best" you mean...I don't even know what "Best" would mean here. They all suck. But if you absolutely must drink then Rydges has a decent "sports" bar, and Paloma's is ok. But you may have to pay cover, depending on what night you go.
This is just my opinion and since I no longer bother to go to these places myself, I cannot vouch that they are really any good.

The best place in the city: Bank
The best solution when you are stressed out: The airport (Bahrain/Dibai?
The best reason to come to teach in Doha: Students (Excellent!)
The best newspaper: Gulf News
The best store: Carrefour
And the list goes on! Oh! I forgot!

Okay, okay--- I confess.The question was (at least partially) tongue-in-cheek.
But (seriously) how does one go to (say) Rydges and back if the legal tolerance for driving after imbibing is 0%? I'd start to feel selective about the nationality of the driver whose taxi I'd be stinking up (i.e., no one with a long beard or a white pillbox hat)
Actually, come to think of it, , it'd be more fun reading about the worst places than about any putative "best" ones.

This is Doha, not Riyadh, you can get into a taxi drunk. Regardless of the DUI laws it's difficult enough to drive here sober, much less under the influence.
The only problem is that most of the cab drivers are fresh off the boat, so unless you are from the area directly around the Corniche they don't know where you live, so you'd better. I've been left standing outside City Center at 3 in the morning cause I was too drunk to remember my way home.
To answer your other questions, The Sheraton or the Ramada are the worst I've seen.
