I have just had my water shut off as the water company has not received any money from me since February. I have paid my school and God only knows what has happened to it; I trusted it would be going to the right place. The school made it sound like they gave the money to landlord, the landlord says he paid the bill and there has to be some mistake. The water company tells me I need to speak to the landlord but the school has his number and won't provide it for me.

What the hell can I do if I know I have paid the bills, but the money has disppeared? Do I have any legal recourse? I really wantr to move out of my apartment. This is not the first time I have felt screwed over by the landlord, but I'm not really sure what I can do. The school provides the housing, which I have to say is generally OK but running down, and I sure as hell don't want any forgetful landlord to screw me over again.

someone's bound to have a receipt somewhere. Even in HK, no one gives money without keeping track of it.
I'd say hold whomever you gave the cash to responsible for the issue.

Seems simple. Get the school to phone the landlord on your behalf. Insist on it.

Don't forget that also water supplies are also cut from time to time as apartment blocks get their water tanks cleaned out.

Get on the case and find out what's happened.
