I don't really know a lot about UCLES exams systems, but I had always assumed that the 90 day period was because that's how often they change exam forms, or something to that effect. With no repeat limit, is there a chance that students will be taking the same version of the exam more than once?

The short answer for part of the speaking test is "Yes!" The other sections are altered in every test week.

But that does not mean that the student will rapidly improve his/her performance or score. Only time and study will do that.
It is now a nice little money earner for the BC!

“Money earner”…you’ve got that right on! Wink

Rapidly improving the score in just one month….I don’t really think so, but there might be that aspect of getting more suitable questions/topics to talk about….and that might come with listening or writing as well.

Those three months waiting period has been changed (or broken) to one month a few months ago (in some parts of China). I tried to run an IELTS thread a few ago, although (seemingly) one IELTS examiner jumped in and at me right there.
Anyway, my IELTS students have mentioned varieties of differences especially in speaking, but as some say there’s always an excuse or shall I say justification for changes.

The Chinese would do everything they could to beat this (former) regulation; most often they would go to another city to be tested.I think it's a bad idea, though it will be lucrative.

Absolutely! Smile

Cheers and beers
