No reason or purpose that any Westerner would find acceptable, I am sure!
Speculation: Convenience, keeping track of you, keeping more control over you, making sure you feel minimalized . . . They stated that since you were issued a gov't identity card (iqama) that was your official ID.
Since a pre-applied for, and employer approved, EXIT visa was required to leave the country - you would need to submit your passport to your employer anyway - if you wanted to leave the country.
I wasn't condoning the practice, nothing can justify it - just saying the realities of the world - limit absolute statements, about pretty much anything.
We were all saving US$15-25,000++ a year while working there - so tended to overlook a few things . . . |

I'm in China and I let my FAO have my passport for a short period in order to get the paperwork going for my residence and work permits. I only did this after checking with other teachers to be sure it would be returned once the paperwork was completed. It was either that or stand in interminable lines myself.
We did have a teacher pull a runner and briefly the administration considered holding passports but once the illegality of that and the fact that many teachers would either leave or recommend that others not come the administration decided that keeping the passport would not be a good idea.
One story I also heard was that a school gave a teacher a significant advance on pay and held the passport until the money was paid back. Sounds reasonable to me. |

A month ago all the foreign teachers in my school attended a 'lecture' held by the local poilce. they very clearly steted we should carry our passports in China at all times AND that a photocopy is not acceptable.
This means DO NOT LET THEM KEEP YOUR PASSPORT.
YOU NEED IT FOR ID (if asked), it's a legal requirement. How can your employer explain that one? |
