For those of you working on F visas, someone told me there may be a crackdown on businesses in Shanghai. Anyone have any information? |

It's happened before.
And it will happen again.
Likely soon.
Too many foreign teachers are in the city (again). Working illegally at the crappy mills and shoddy "public" institutions by day and posing and spending their entire earnings at night. |

The history of illegals in the US is one of providing health care as well as education benefits to children of illegals. And if China has ever had a amnesty program for illegals, I have never heard of it...
Last time I was in Seattle, Mexican folks many illegals were offered free health services in a Spanish spoken environment...also some illegals even have drivers licence made easier to obtain by the provision of many states licences bureau of offering the driver licence in other languages..even the health exam that restaurant workers take is in different languages...and yur allowed to take the test twice per day lest you fail, unless you are a dual speaking applicant..such as many illegals are ...then they can take the test twice in English and if not achieving a passing grade..take the same test in Spanish.... |

The point here is to get your working documents straight in China
The point here is to be aware of the Chinese officials that want to follow the western systems

Last time I was in Miami I asked for directions in English but got them in Spanish from some muchacho driving a pickup I wondered whether he swam across from Havana, but his pickup was nice and big Well, I'll never know
The point here is that there are many "muchachos" in the US, but there aren't so many "laowais" in China (white face's still rare ).
The point here is that China isn't the US
GET YOUR DOCUMENTS IN ORDER IN CHINA, IF YOU DO NOT WANT TO RISK DEPORTATION OR HAVE TO BRIBE AN OFFICIAL (they still think all westerners are rich )

Then when you use the word either in your first post ..you were not indicating the the US and China have the same policies towards illegals.

Well you can bet he didnt drive from Cuba..but then again ..probably he was an American citizen. born in south Florida and proud to be an American...probably a republican who voted for Bush..as many Cuba-Americans did in the past election. |

You can't blame China for trying to get rid of Business Visa holders.
Some people just want to come here, suck up as much money [or beer, girls and whatever] as they can, and then be on their merry way. I think the point is culturally that behavior would be condemned in any other country.
That being said, last year I was working in a small town on the wrong kind of visa with the FULL KNOWLEDGE of the local PSB who issued the visa and met with the school's representative.
The problem with China is so many Chinese break the rules, what is an FT to do? |

love the naive comments here - multi-millions are made out of visas - and crackdowns are held not so much to find illegal FT's, so as to boot 'em out, but are focused on the companies or schools, which are hiring them, so that these organisations can be squeezed for a bit of extra (often under the table) cash. The problems is that different bureaus compete for the money under the guise of city, province and state organisations, and that different (non-related) visa offices are responsible for the issue of the differnt type of visas. So when a crack down on Z's occurs you can be fairly sure that its some officials feeling peeved off that cash aint coming their way (its all going to another department) - that cash being in the form of visa revenue, permission to hire FT cash - both on buying licences and under the table basis, and the extra tax revenue cash-feed (f'ers are difficult to tax). If you think that China ever holds checks on a basis of trying to improve standards - well I think you've been reading too much China Daily
so if there realy is a crackdown please keep us informed - lets hear what happens to any FT's who are caught - and lets hear what happens to their employers
by the way if you ever wondered why goverment officials who have an official wage of about 2000/month drive around in nice big cars - well think of stuff like visas and crackdowns, and then you get a bit closer to an answer  |

psb is split up into city and province level - they compete for revenue - in some instances identical visas can be obtained from both. State regulation has also been tightened up in many areas so that they also get more of a share of money generated in the local offices. Permission for schools to hire FT's comes from provincial level - but checking on visa status of workers is usually city level - sometimes a check can also be a check of city and province on each other and seeing how the pie is being shared out - for example weeding out F'ers, not only results in fines, but also forces more schools/companies to try and get FT permission status - more money to province - if this didn't occur then many Schools/companies using F'ers would persist with paying under the table to be allowed to carry on - more money to city.
an interesting note - my city of well over 10 million has just 2 city employed officers with the work of weeding out illegal foreign workers!!!!! |

How many schools are licensed to hire foreigners?
It's a small number of enforcement officers, barely enough to cover just the legal teachers it would seem. |

A good point above, I must say.
Many Chinese language centers or schools do not have a proper licencing to hire foreign teachers in.
