Students might want to communicate with foreigners, but their idea of communication has to be factored in. With all the attention to face, discussions about history or any other contentious topic make them uncomfortable. They also know that they could be grilled about their adventurism in Asia, their getting in bed with Hitler, and--worst of all in their minds--losing.

I presume you are talking about them communicating in English. On that basis, I would disagree here. If they want to communicate, say to English people in English, it is them that need to factor in English people's idea of communication. The topics they mention are freely spoken of in England and they should be able to deal with them maturely and objectively enough.

If you were talking about foreigners in Japan communicating with them in Japanese the boot would be quite firmly on the other foot and I would agree.

I for one am fascinated by what the Japanese did in WW2 and in particular by hearing personal accounts of the Japanese in the campaign in Burma which almost killed my grandfather. In English I would feel comfortable raising this topic with my students and expect them to offer me what they can on the subject. In Japanese though, I wouldn't dare.
