I have found through my experience as mentioned before, that educational managers very often do not have any manergerial experience and even less training or management qualifications. Is this the same experience for others?

Pretty consistently, yes. My former employers liked to hire someone on the cheap who had limited experience (managing 2 people). Other places liked to promote suck ups who had never managed anyone. One of my previous employers liked to beat people down, and those who still kept trying to work their way up in the organisation were eventually promoted. It was a test to see how dedicated they would be, and how much crap they would take.

Any ideas on the kind of personal qualities / educational level / human relations training that should be a prerequisite for anyone taking on responsibility for other people's professional development?
