I guess it is because you are not in the US. My bank had no problem last year, but refused to this year, saying their rules have changed. A stockbroker friend told me he just had two large accounts taken away from him because they were overseas. So apparently the banks in NY and FL would rather NOT have your money if you are out of the country, and I would venture to guess that is the case for the rest of the US.

Where are all these 4 week esl courses in Peru and Ecuador? Can anyone post links to their web sites?
