Most branches will open around ten- ask (call) in the consulate if there's a particular branch you need to go to. (probably there is)
Lines are an imponderable. Lots of places have long lines. Some don't. You'll just have to see... Like most things in Latin America...
I'd recommend Ecuahogar as a nice, secure, quiet hostel...
