Oh, I see where you are coming from. Definitely, Latin America would be somewhat of an exception as would E. Europe. I guess this is how I would classify it:
1) East Asia ( no real need to learn the local language and very undesirable anywhere near the classroom or the place of work).
2) Middle East ( not necessary as most people serving you speak English)
3) Latin America- desirable.
4) E Euroep/ CIS -desirable
3-4 were not colonized by England and the people there simply do not speak Engslih and have not created a civilization that accomdates an English speaking expat. |
