I have not heard of a good recruiter on Taiwan in about 20 years. When their bad reputations catch up with them they simply change their names. They can do this because most small to medium sized businesses on Taiwan are not legal. The exist in name only. Recruiters are notorious for this and will rob you just as quickly as they do the schools who hire them.
You can't report them because they don't exist to begin with. The business registration laws of the Republic of China were written to promote these kinds of illegitimate practices.
Stay away from recruiters.
