If you wanna surf in Taiwan, wouldn't Kenting be the best place? Kaohsiung is an hour away from there. Its a big city with many if not all of the basics that Taipei has and its way cheaper. It is also close to the mountains, has a decent international airport and is close to other getaways. It is very polluted at times but not any different from most of the west coast.

I think the Hualien area has some good surfing as well. That is what I have heard....

the southern part of the island is well known for its access to the most surfing hotspots, i have a buddy who goes every week to kenting, or various places around the southern tip of the island

freesolo, actually some of the best spots for surfing is between Hualian and Ilan, but the teaching gigs in that area can be few and far between with most English lessons being given by native teachers. But if you can find one it would be sweet.
By the way, in all practicality, with Taiwan traffic being as it is, Kaohsiung city to Kenting is more like 2 to 3 hours of driving to get to the sweet spots and is the part of the island that is best traversed if you own your own car.

Good Luck

Tai Tung county has some of the best surfing on the island followed by Ping Tung (Ken Ting). However the local police in Tai Tung have a reputation for harassing and persecuting minorities including westerners of people of a different color or culture.
There is of course Honey Moon Bay just past Kee Lung on the Northern Coastal Highway but it has become increasingly monopolized over the last few years.

Good luck!
