What about the upper tier universities. I lived in Sendai and the coffee shops down the bottom end of town near Tohouku National University were full of Post Docs from western countries comparing their projects and notes. The good universities have produced outstanding technical breakthroughs, hence the plethora of western post docs visiting those universities. I'm sure the majority of the students there work too.
The lower tier universities have staff who still want the best for their students, but maybe out of frustration with the quality of their students they are forced to lower their expectations somewhat. |
