My husband wants to go to Finland. Never seen an EFL job posting for there though

Perhaps a career change? It may well be worth it if you can move to a country with real social benefits and a future for your children. Surely, you don't intend to tefl forever?

No I don't, but I don't know what else I would do. Maybe teacher training.

You cannot enroll a child into the public education system here unless you have Taiwan household registration, which is not something a family made up of two foreigners can do.

One of my colleagues was from the US and she lived in Taiwan for 9 years. Her son went to a local school here. However, I would state though that they came to Taiwan when he was about 1 year old and was schooled here from a very young age and therefore could speak Chinese fluently making integration a little easier. She was a single parent with no Taiwanese roots at all. So, I think it is possible to have kids schooled here, so long as the parent is here legally to begin with.

The reasons outside of the legalities I think far outweigh the matter. It would be tough for kids here who are foreigners and you will always be the outsider. I think Taiwan and many countries out this way are not as accepting as America for different cultures. Not to say they aren't friendly or in anyway very xenophobic. They just don't know much about cultures outside their own. Perhaps given time things will change.

I take a small example which is the kind of example of racism I would have expected in 40's America. (Perhaps still reflected by some today.)

I was teaching my regular class the other day and we had to do an oral test. There was a question about someone in a picture and something along the lines of What do you think about him her? The person in the picture was a black guy and the 13 year old kid replied, "I think he is very bad." I asked why. He said that all black people are bad people like thieves. I put my head in my hands and asked why did he think that. He couldn't explain why.

WE would do the same. except prefer to have our children be born in the country where they would be raised.

About the black issue. I had the same problem in a small Chinese town. The black woman was "ugly". I later found out why she thought this way. If you're dark it means that you work in the sun and are therefore of a lower class.
