After reading as many posts as possible I am still a little foggy on FE requirements. Can I obtain a Foreign Experts license with a 2 year college diploma and TESL certificate? I will have a contract and letter of invitation from a school. I know I can get in to work at least semi legal, but I was hoping to get that FE and Z visa. Also do I have to have FE prior to getting Z? Also do I have to get FE prior to arriving in China? Any info/experiences would be great thanks.

If the school asks you to come on a F visa, don't do it.

If the letter of invitation doesn't include a Visa Notice, it's not for Z visa.

I think most provinces would not issue the paperwork for Z visa without seeing the FEC first, to make sure the FT is indeed qualified to teach in China. The employer would usually have it ready for you, or mail it to you along with the other documents.

Really? That doesn't sound right to me. When I first came to China I was sent the Z visa invitation, got the visa, entered China, and only then was the FEC applied for and issued. I think it took until several weeks after I arrived before I got the FEC.

The China consulates in San Fran and Vancouver would not process our visa's without the FEC. Vancouver required it to be original, not faxed.

This is not the FEC booklet, but the paper. It is just a single sheet of paper with some red stamps on it. After we got to China and had our visa's changed to resident permits did the FEC booklet get issued.

What we were required to bring to the China consulate offices:
FEC
Invitation Letter
Applications
Photos
Money

Seems about right for the forms I've had processed in Ottawa. I don't know if both FEC and application letter were included. I don't read Chinese characters.

Understood. I thought he meant the booklet. Sorry, my mistake.
I do remember the second paper that was needed for the visa.
