I have no idea if basketball is popular but at least you can check out these guys who advertise in Tokyo classifieds online:

Tokyo has very few outdoor places. If you are in the Kanda/otemachi area, there is a place near the old immigration office that I usually play at. Im interested in getting some more people to play too, I am way out of shape but enjoy playing, all the same. |

If you know someone in the military or a civilian employee, you might be able to come on base as a guest. There are some pretty intense hoop games at Yokosuka Naval Base and at Yokota AFB.
Closer in, if you are teaching, ask some of your university students. Many uni campuses have gyms.
You can also check out your local city/ward sports facility. Just go to the shiyakusho/kuyakusho in your area and ask.

Edited : Sorry for the lousy reply. Once I've establish a routine of "life" in Japan, I will take a look around. Are sports gear (like balls, clothes, NIKE etc etc) comparable to other countries? Or are they expensive as well? |
