I believe that the only schools that have TESL Canada's magic seal of approval are based in Canada. You can apply to have a non-approved certificate evaluated by TESL Canada; the fee is about $300. Take a look at their web page for more info.

Have you looked into the University of Saskatchewan's CERTESL or Coventry House International's OnTESOL? They are two examples of distance/online certificate programs that are TESL Canada approved.

I worked with a girl who started the USASK one, but dropped after a semester because of costs and materials. Don't you have to actually do a practicum in Canada though?

Yes, you do have to do a practicum.

TESL Canada's own web page wrote:
9. What are the practicum requirements for TESL Canada Program Recognition?
Programs must have a required 20 hours of supervised practicum. Ten of these hours
must be directed observation and ten of these hours must be supervised practice
teaching as outlined below. In addition, the practicum must be thoroughly described in
the application for TESL Canada Teacher Training Program Recognition as outlined on
the TESL Canada website.
The ten hours of directed observations must
be under the direction of a qualified practicum supervisor and sponsor teacher
(minimum qualification: TESL Canada Standard One, Two or Three Permanent)
be conducted in adult settings (with 80% of the class over the age of 1Cool with
classrooms of five or more ESL/EFL students
have specific required observation tasks associated with the observation
cover a range of lesson types and a range of focus areas (i.e., be in areas covered in
the theoretical part of the program curriculum and required by TESL Canada)
include opportunities for reflection and discussion of observations with the sponsor
teacher and practicum supervisor
The ten hours of supervised teaching must
be under the direction of a qualified practicum supervisor and sponsor teacher for ALL
of the 10 hours of teaching to allow proper assessment and constructive
feedback to the trainee
assessment and feedback can be given orally but also in writing to the trainee using
both standardized forms and qualitative comments on a range of teaching skills as
covered in the program curriculum and required by TESL Canada
10. What is the purpose of the practicum?
The goal and purpose of the practicum is to help trainees demonstrate their knowledge
and skill of TESL in both theory and practice and to support them in the development of
their teaching. Serious applicants should want their program graduates to be able to
accomplish these goals. Therefore, programs should outline how their practicum helps
trainees apply theory in their classroom teaching and how the practicum supports
trainees improve their teaching skills over the course of the practicum. Details of the
practicum must be thoroughly described in the application for TESL Canada Teacher
Training Program Recognition.
11. What is the difference between a practicum supervisor and a sponsor teacher and
do I need both?
The role of the practicum supervisor is to guide and observe the trainee. This person has
the main role in assessing whether or not the trainee has achieved the goals of the
practicum. Observation by the practicum supervisor for purposes of assessment should
be for all hours of the practicum. The qualifications of the practicum supervisor are
outlined in the TESL Canada Program Recognition standards as a minimum requirement
of Professional Standard One, Two, or Three Permanent.
The role of the sponsor teacher is to provide the trainee with a class of English language
students, act as a teaching model and provide daily teaching guidance to the trainee.
The sponsor teacher should spend all ten hours observing and providing constructive
feedback to the trainee. The sponsor teacher should report the trainees progress to the practicum supervisor in writing. The qualifications of the sponsor teacher are outlined in
the TESL Canada Program Recognition standards and must meet a minimum of TESL
Canada Professional Standard One, Two or Three permanent.
It is possible that the same person is both the sponsor teacher and the practicum
supervisor.
12. What are the precise requirements of the practicum observation?
Of the 20 hours of supervised practicum, the 10 hours of directed observation must
be under the direction of a qualified practicum supervisor and sponsor teacher
be conducted in adult settings (with 80% of the class over the age of 1Cool in classrooms
of five or more ESL/EFL students
have specific required guided observation tasks associated with the observation and
cover a range of lesson types. It should also focus on a range of pedagogical aspects of
the theoretical part of the program curriculum (see list of required topics on the TESL
Canada website). These tasks should be detailed in the program's application for TESL
Canada Program Recognition.
include opportunities for reflection and discussion of observations with the sponsor
teacher and practicum supervisor.
13. What are the precise requirements of the practicum teaching?
Of the 20 hours of supervised practicum, the 10 hours of supervised teaching must
adhere to the following minimum requirements:
The practicum should be under the direction of a qualified practicum supervisor and
sponsor teacher.
The practicum must include 10 hours of independent teaching time with ESL students.
Because the required length of the practicum is so short, coffee/tea, lunch,
social breaks should not be counted as part of the contact hours. Trainees may
participate in team teaching in addition to the 10 hours of independent teaching.
The practicum must be conducted in adult settings (with 80% of the class over the age
of 1Cool in classrooms of five or more ESL/EFL students.
The practicum must have specific required teaching tasks to ensure trainees have the
opportunity to apply theory to practice. For example, teaching tasks should cover a range
of lesson types, if appropriate to the students, and focus on a range of pedagogical
aspects as outlined the areas covered in the theoretical part of the program curriculum
and required by TESL Canada. These tasks should accompany the application for TESL
Canada Program Recognition.
Observation and constructive feedback to the trainee from the sponsor teacher should
be for all ten hours of the practicum. The sponsor teacher should report trainee progress
regularly to the practicum supervisor.
Observation by the practicum supervisor for purposes of assessment should be for ALL
ten hours of the practicum.
Assessment and feedback can be given orally, but should also be given to the trainee in
writing using both standardized forms and qualitative comments on a range of teaching
skills as covered in the program curriculum. A blank form(s) and criteria for assessment
of the trainee should accompany the application for TESL Canada Program Recognition.
The assessment should include opportunities for the trainee to reflect on the lesson and
discuss teaching progress and issues with the sponsor teacher and practicum supervisor.

An issue that nobody has brought up is that each province has its own TESL affiliate in addition to TESL Canada (it's is why when you go to the TESL Canada site, the first thing you see is the flags for various provinces). For some provinces the requirements are the same as TESL Canada's so it really is a non-issue. For others (example: Ontario) the requirements of the provincial body (TESL Ontario, in the case of Ontario) are much, much higher than those of TESL Canada, and so most of the programmes listed as acceptable by TESL Canada, actually aren't enough (TESL Ontario requires a two term, full-time university or college programme- an academic year; the same length as a B.Ed in that province).

Here's TESL Canada's website. It has lists of approved programmes (look in the 'standards' tab on the left) and it has a faq section as well.
