Here in the UK, anybody can be finger-printed for speeding and/or possible drunk driving, even if you are innocent. These fingerprints are kept on file.

Can the Kuwaiti officials reject a work application simply because your prints are on file?

Any up to date information would be appreciated, probably better to PM it!
