I submitted my application package to be employed as a NET to the EMB/EDB and was informed I have to have my qualifications assessed by the Hong Kong Council for Accreditation of Academic and Vocational Qualifications, AKA, HKCAAVQ.I will quote a passage lifted from the letter posted out to me:

"The assessment result will be one of the factors to be considered by the EDB to determine the teacher's elligibility for appointment in aided schools and/or registration as a registered/permitted teacher".

An ESF representative told me that to be a permitted or registered teacher in Hong Kong,I have to register with the EDB/EMB.However,the EDB/EMB informed me in the very letter I received in the post that to register as a foreign teacher I must defray a cost of HK$2,160 to the HKCAAVQ to have my qualifications recognised!.My qualifications are a B.A Degree and a Graduate Diploma in TESOL;my qualifications are firmly recognised in Australia and Internationally by every organisation or educational institution I can think of.Now a Hong Kong authority wants to assess my qualifications! that is ludicrous!

Could a veteran teacher please inform me whether this is true or not;that I have to defray a registration cost;otherwise my application will not be recognised,and whether there is an alternative to registering with an honest Hong Kong or International recruiter to be employed in the ESF or the NET scheme to avoid paying a registration fee.

I think the registration fee is exhorbitant and would rather apply direct to a school.However,schools seldom advertise independantly for teachers and recruit through the EDB/EMB system.

It's up to you. If you want the NET job badly enough then you will have to bite the bullet and submit to the accreditation procedure- if you don't then perhps you should apply directly to an ESF school.

And, just to make your blood boil, they don't want just your university degrees and transcripts, they want secondary school certificates and transcripts (no joke!)

All teachers in HK - NETs, ESF, local - are supposed to be either registered (can teach at any school) or permitted (at one specific school - if you change schools you have to apply to be a permitted teacher at the new school).

There are several previous threads about tha Accreditation Council, one fairly recently.

Also from the tone of your email you seem to object to the petty bureaucracy of the whole procedure so I wonder if Hong Kong is the right place for you! From beginning to end, the whole NET experience is coloured by having to deal with similar situations.

Not all NETS have masses of money to throw around, SF. HK2160 would represent about 20% of my budget for a month after I've paid my expenses. I wouldn't be too happy about it either.

oh! I agree about the budget...my point was that the money given to the accreditation folks could be earned back in short order.
