I'm looking for an apartment in Taichung too, currently. Instead of limiting yourself to apartments that are advertised, do what I do. Walk around to large aparment buildings in the area you want to live and ask the security guard if there are any vacancies. Often, he will be able to show you the room himself. Other times, he may give you the phone number of the landlord. Be sure to bring along a friend who can speak Chinese. I have been able to see about a dozen apartments in a few days this way. It also cuts out most of the hassle of scheduling appointments to view rooms.

I agree that a very good way is to walk around and enquire at locations you want to live. Often a chinese friend can help with finding the adverts.
A bonus is that you then pay no agent fees, which is often a months rental fee or more, and deal directly with the owner.
If your not living in the area, and want to be able to move straight in then an agent can be useful. Unfortuantely I have no numbers I can give you as I live outside of Taichung
