We need more information about what you want to know. Your question is too big and too vague. What are you wanting, looking for, needing. The more specific you ask your questions, the more apt you are to get useful replies.
I live/work in Hsinchu City, which is just one of the several cities in Hsinchu County. There's quite a variety of situations here: towns to cities, primitive to convenient. Trying to compare it to Beijing is the old apples to oranges thing.

| The city is a town of 1 million in Hsinchu county. Are there many foreigners there? Are there western restaurants? KFC McDs or other? Are the people friendly to foreigners who speak basic mandarin? Is it easy to get around? Are the children`s schools air conditioned ? Is the food like the mainland? Are there shopping malls? |

A million people in a city in Hsinchu county? Even Hsinchu City only has about a half million. Well, to answer some questions:
Yes, there will be a KFC and a McDs and probably a Subway.
Yes, the people will be friendly.
It will be easy to get around if you get a scooter.
You will live within an hour of Hsinchu City. In Hsinchu City there is a TGIFridays. There will definitely be a Subway and a pizza place (but I can't remember which one - Pizza Hut, I think), also the Australian owned market called Jason's that has just about everything you crave, eats-wise. And a Starbucks, if that's your thing. You'll be no more than two hours from Taipei that has lots more Western chains.
AirCon - maybe. But maybe not. Ask the school if it's in every classroom.
Foreigners - yes. Lots - depends. Out of Hsinchu City - not so many, but I'd guess they'd be a younger crowd. In Hsinchu City - lots, but they're a cranky bunch of oldsters - like me.
No, the food is not like the Mainland. Food on the Mainland is good. MSG and rancid soy oil may not be good for you, but it's a winning combination taste wise.
There was once a shopping mall in Hsinchu county. It went bankrupt. But there are a few huge department stores in Hsinchu City and remember that you'll be less than an hour away.
