It depends where you live. I hate to say this but the 'rich' areas (Lomas, Polanco etc.) always have water throughout the summer. We used to live round the corner from the governor of SLP and there was never a water problem there. Can't imagine why. Unfortunately, the EU dorm is located in Burocrata which is one of the areas that is always affected by the water shortage. One day you'll have water, one day you won't. They ration it during the summer.

Before you rent in SLP ask/find out if they ration the water during the summer and make sure the house has an 'aljibe' (water storage). The government are supposed to provide water to fill up your aljibe but you'll probably die of old age waiting for them to arrive.

Just because you have water in your house/neighborhood doesn't mean you should use it willy nilly. Water conservation is something we all should be doing.

I think you have to work on the ignorance of the people first. Walk through Lomas here in summer and you'll see people hosing down their lawns, their cars, their children, their driveways. Take a 15 minute bus ride to Burocrata and there isn't a drop.
