in China, different cities/provinces, defferent rules and regulations about how to get a working visa.

right now, ONLY in Shanghai, Jiangsu and Guangdong can do a working visa change in the local PSB office. You don't need to spend money and time go to Hong Kong to get a working visa.

Shanghai, Jiangsu and Guangdong are the most advantageous areas to get a working visa, residence permit. If you get a job in other areas, You should go to Hong Kong to apply for a working visa. Or you have to get a working visa in Chinese Embassy before you enter China.

First, I am not interested in commenting about the OP's quality of the language but forgive me, it sounds a bit not-so-English, so to speak.

Next, Guangdong is decidedly the one place NOT be now. The Guangdong FEB and the Guangzhou FEB are working to rule, so to speak, and processing time for FEC has become quite lenghty.

Next, since January 1, 2008, FT's in GD seeking to change an L or F visa to a Z visa have been required to go to either Hong Kong or Macau once they have received all of the final documentation from their respective schools.

Indeed, Shanghai is still open for business, but that also remains to be seen as the summer progresses.

Jiangsu has devolved more authority to the regional PSB's and as a result, what the rules are in Nanjing is quite different, for example, from what the rules are in Suzhou, even down to what papers need to be submitted.

Your conclusion is correct. The original poster is Chinese, not a native English speaker.

The McDonald's inspired, tacky nationalistic handle was a dead giveaway.
